Kelvin has over 35 years experience in executive management in lobbying government, business and service organisations, managing conflicting community, environmental and economic interests and in the financial turnaround of organisations. Twenty years was at the level of CEO for 4 organizations (City of Preston, City of Darebin, Maroochy Council, and the Endeavour Foundation) with responsibility for up to 1800 staff and annual budgets up to $250m.

More specifically his experience over the years has been in overseeing population growth and development approvals for retail, commercial projects and major developments of around $2 billion dollars. He also program managed and was responsible for overseeing hundreds of millions of dollars of road construction, transport and water infrastructure.

From 2004 to 2009 as CEO of the Endeavour Foundation which is one of the largest disability organisation of its type in Australia, following a decade of spiraling finances, he was responsible for leading a complete financial turnaround, rebuilding of relationships, and overseeing the installation of numerous corporate systems and the development of future direction strategies.

He has been instrumental in establishing two technology business incubators and another general purpose business incubator for around 60 start up businesses in Victoria and Queensland, and merged 2 Victorian metropolitan local government authorities into one.

Kelvin has been a member & chaired a number of government, industry and community boards and committees'. He is the chairman of the Queensland Local Government Grants Commission reporting directly to the Minister for Local Government and Main Roads.

Kelvin has tertiary qualifications in Business Management, a Master of Management, a Company Directors Diploma, and a Certificate of Management Studies from Templeton College, Oxford University UK.

He is a Fellow of the Australian Institute of Company Directors and the Australian Institute of Management, a Member of the World Futures Studies Federation, Committee for the Economic Development of Australia, Australian Local Government Managers Association and the International City Managers Association.
